Terrorism is the mass-killing of a civilian population to achieve a religious, political, or military goal.
Eco-Terrorism would therefore have to have something to do with psychological warfare, and achieving a goal. The fact that the Japanese civilians would like the occasional whale sandwich does not equate to psychological warfare! In fact your statement is laughable.
Personally, I've eaten whale in a restaurant in Whitby, UK. It was imported from Norway, and it was nice!
