It all depends on what "IS" is. The last war that was declared by the U. S. congress was World War II. Where has the congress been all this time while tens of thousands of young Americans have been fighting and losing their lives. It is so shameful for congress to wait until now, after the fact, and pronounce those wars illegal because congress never declared war. Is congress so inept that it just went along with all those wars eventhough it didn't have the guts to declare war? NO REAL LEADERS?

Finally the Congress is representing the American People's interest and supporting the US Constitution. Obama has directly challenged the American Republic. If he prevails he will be Cesar of America like Julius was Cesar of Rome. I am afraid that the Republic is falling into a dictatorship.
