Using of new source of alternative renewable energy for transforming kinetic energy of wind into electrical energy. The Device works as wind turbine in the air flow, which is made by low-lift exhaust fan. Working elements of this wind turbine make self-oscillating movements. At the same time there is production of clean electrical energy by the wind turbine itself. At the expense of using the useful work of Unsteady Aerodynamic Forces and Moments, which occur when the wind turbine works, we receive additional electrical resources by the equality of flow speeds at the in and out of wind turbine. Owing to the equality of speeds at the in and out of wind turbine there is no overturning moment when the wind turbine works. Therefore, when using this wind turbine there is no need to construct strong foundation or support which are necessary for usual wind turbines. With this devise there is an opportunity to use similar devices as wind turbine for transforming the wind energy on housetops and any building's roofs, along a coastline, on dams and weirs, on ship's deck. It is ecologically safe when producing clean energy.
