That looks like the Large Black Hunting Wasp, Priocnemis monachus (Family Pompilidae) which is a native of NZ. It hunts tunnelweb and trapdoor spiders and often nests in sunny, clay banks. Don't usually sting people - but their sting is painful.
It's a solitary wasp of which there are over 100 species in NZ. :)
