Here is Part 1 in High Definition of the flash flood outside of The Vine Hotel on the corner of Church Street and Bridge Road, Richmond, Victoria, 3121, Australia that occured on Friday, February 4, 2011 at approximately 7:20pm.
This flood is a result of the after effects from Cyclone Anthony and Cyclone Yasi.

The flash flood was like a river flowing down Church Street off Richmond Hill and onto the Bridge Road intersection and up onto the footpath on the corner of Church Street and Bridge Road.
Please notice that for wheelchair and scooter users all of the trams that cross the Bridge Road and Church Street intersection are independently inaccessible trams and the independently inaccessible tram stop 18 on Bridge Road, Richmond, Victoria, Australia and needs to be made independently accessible for everyone.
The rainy weather during the video event was a good chance to demonstrate to everyone the reality of how and wheelchair and scooter users can sometimes be stranded or left to travel out in the cold, wind, rain and hail because it is impossible to get aboard the independently inaccessible trams.
