It only holds 3 rounds because it's a heavy pistol (does more damage then a regular pistol, but holds less ammo and reloads slower) :O You can upgrade it to hold more though...

It isn't, it is Rated CERO C which means 15 and up. Here are the other ratings.
CERO S-For 4 and older
CERO A-For All-Ages!
CERO B-For 12 and up pre-teens CERO C- 15 and up.
and finally
CERO D-For the Mature Audiances.
