The baby is a newborn and that`s why its so fascinated with everything.
The immigrant finds the things in that country very different then the once in his own country and thats why hes so fascinated.
The guy on mushrooms probably hallucinates and is in a different reality and thats why things look so beautiful to him :D

The cat is a dead ringer for Mr. Jinx from Pixie and Dixie and the Woman is a great throwback to the old Tom and Jerry cartoons where you only saw the humans legs. They even have classic construction site routine, it shows a great respect for classic cartoons!
