It's not the "large minority populations" that are the problem. These things happen in all communities.
I live in Scottsdale,AZ where people make great money on the average and there was a gang of caucasian hoodlums doing the same thing at one of my apartment complexes a couple of years back. They stole just about everything and not one was a minority.

Except that "in the middle of nowhere" these problems are solved by shooting them in the head, then laughing about it down at the local bar, later on with your buddies.
