Its the late 1980s in the aftermath of the Chernobyl disaster. Rules on transboundary pollution dont exist nor in fact does international environmental law. Prompted by the above, two young British barristers head to Washington DC where they meet like-minded US environmental lawyers. Starting off by providing legal opinions to Greenpeace, Friends of the Earth and the like, the four lawyers band together to create CIEL (Centre for International Environmental Law) - later renamed FIELD* and take the first steps towards the emergence of international environmental law.
