In the 70s, when urban 'regeneration' was happening in London, a lot of people who had lived in the East end / City areas were removed and re-located to Hersham in Surrey.
As you can imagine, for the so-called 'Hersham Boys' life was very different from the way it had been - people looked down their noses at them, etc etc.. They were the 'Cockney Cowboys' or 'Hersham Boys' that Sham 69 are singing about.

@bethnalhammer that's the point he's making.cockney cowboys as in pretend cockneys.like if a plumber fucks up your house you'd call him a cowboy plumber.
