Of course he is, but this is the voice of Drew Massey you're hearing. A few years back, the Disney folk had this crazy idea that they could hire understudies for the Muppet performers to do the characters for stuff such as the "From the Balcony" series. This is a prime example of what NOT to do with the Muppets, as you can plainly see/hear in this clip. Luckily, I believe, Disney wised up since then and left the Muppets back to their respective performers.
