My boys will be 5 next month and have laryngomalacia. They weren't as noisy as your little man when they were babies, and have largely grown out of it, but they still get very loud stridor if they sleep sitting up.
My son just turned a year old and had it, after a year of seeing different pediatricians, we finally found out we needed to see a pediatric ENT Doc, my son sounded just like this and it took me a year to get a doc to take me serious, He had the surgery to correct it 2 days ago and already sounds so much better and the doc said it sould be completly fixed as he heals, Please don't wait to see the right soc, just wish we had known sooner, he can finally breathe easy, Good Luck.
