Maybe. But for all you know this person didn't, or lives in a country where they didn't teach English. Or maybe this person just sucks at it. But the person took the time to comment and there are plenty of online translators. If you only want English comments, say that in the description.
I just think it's mean to say that to someone you don't even know who was doing you some good. Aren't Americans already thought of badly enough? Assuming you are American anyway. Just rude.
