Alcohol would lower the freezing point severely - I doubt you would be able to freeze it in the freezer.
This looks more like someone used the mold from something like Mathmos' Ice Candle to make an ice cylinder, and just put a skinny candle inside.

Just guessing...a mixture of alcohol and water, freeze with candle wick in place. After frozen, lite wick. WALA ! you have an ice candle.
