This film was based on a circus in early 1900s America. At that time, virtually all circus laborers were black. They were commonly referred to as "Routabouts." They were well known to live "in the moment" - spending all of their money on alcohol, women, and good times when they weren't working. They lived very hard, fast, and short lives. This film is actually quite authentic. It can only be perceived racist if you view the actual actions and lifestyles of early 1900s roustabouts as racist.

Dumbo is a product of it's time and I definitely know Disney wasn't maliciously injecting racism in it's children's films. However, it's interesting to look at these movies now with our shifted cultural perspective and noticing how less concerned we were with the notions of racism and political correctness back in the day. Surely, Dumbo would be a completely different movie if made by today's standards.
