@xXfreakboXx - Why would anyone carry an UNLOADED gun? Of course it's legal to carry loaded if you have a license OR live in a state that does not require a license.
@jhazelw - Most states require that if a gun is left UNATTENDED in a vehicle, you must leave it unloaded AND some states even require that the ammo and firearm be in SEPERATED in two different locked compartments of the vehicle ie. a gun safe and the glove compartment or trunk.

It is actually illegal (in states like CA as of this year) to even carry an unloaded handgun "open carry". On the other hand, due to the massive cuts in law enforcement, concealed weapons permits are much easier to acquire- go figure???
