I think the comment below is BS. They were getting harassed. If the cops really thought they were selling drugs they would have waited for them to make a buy or sale (called a VOSCA) and bust them, and whoever else, or follow them to the drug house and bust that. That is clearly not whats going on here. This is clear cut harassment, no money, no drugs, just dirty cops.
