@CruzDemon exactly. utilized, not invented.
its not new, its not a new technology or idea. its simply the network allowing more of their inter-pop available bandwidth to be used for higher bitrate voice channels, since its all been upgraded for faster data channels anyway (such as 3g, 4g, etc).
its a natural progression, and as for the CODEC used to encode the microphone input, these have been around a very very long time, but are only useful if given the bandwidth pipes to use them.

this is not a new technology, or a new idea, or even a new way of doing anything.
all this is, is the network (in this case orange) allowing higher bitrate data streams for voicecalls, its all IP based anyway : so in large it is a natural progression from 2g, 3g, 4g (as this has required the networks to upgrade their networking infrastructure) and now they have these great high bandwidth network connections between pop's which allows a higher bitrate for voicecalls.

Modern HTC Android devices also support HD Voice (right technology is: AMR-WB) like mine HTC Desire Z running Android 2.3
