The lady speaking in the background seems to be speaking Mien in a Laotian/Thai tone with a slight Vietnamese dialect, but the lady speaking to you has a weird sounding...almost as if she wasn't Mien?
BTW, for the poeple who don't know, Mien is Yao, Dao, Dzao, etc.

Yes, it means, "To Meet" which only means as it is translated, so it's neither a greeting or an ending to a meeing (O.o)

"Buangh-Doic". Those words are usually ended in a greeting or a Goodbye. Meaning to "Meet Friend" or "Meet Again." Thanks for uploading, that was cute =)
