@AngelEyesSentenza: I think it was a metaphor similar to The Wizard of Oz: the guy at the top, the "all-powerful one," is nothing but a weakling. This is even more evident in the original 1987 arcade version, as you trap Banglar in a room where he begs for his life, but if you turn away from him, he'll pull out a pistol and shoot you.

i share your opinion but its hell of a setting: Banglar in his bureau but the wimp flees and two gigantic bodyguards come :D

@Loader2K1 I hated it when they did that. But I could swear that they shared the same life bar, which made things somewhat easier.

In my opinion, I thought this pair of boss cyborgs was the most difficult boss battle in the game due to fact that were both huge as hell, and both of them had a slide attack that can take you by surprise.
