Not to sag! Education makes more sense than making a law. Where do you expect to go in life with saggy pants, smoking, swearing? Anything negative cannot product positive results. Actually what happens is negative actions and words can only produce negative results. If you want something positive happening in your life, then do positive things as much as possible. Start by reading the Bible, just 10 minutes a day. It changes you and you don't even realize it until later looking back.
