Dude, i just figured out the solution, go to your gta file, and then create a shortcut of launchGTAIV.exe on desktop (drag it from the file while holding ALT) then press right mouse butten, then properties and on the object, at the end of it add –norestrictions exactly and leave a space after "<-- this (forgot the name :D) and press ok, the red text will be there but the graphics will rise up, works without a problem :)
