If the elephant seal wanted to hurt him it would have. I mean it had it's sharp teeth around his arm and head. It probably just didn't like to get touched and reacted to it.

My understanding is that elephant seals are a bit territorial, or at least prefer their personal space be respected. They're big and they don't like being bothered. Dangerous enough to provoke on land, but in their element underwater, the guy was lucky he only annoyed the thing a little bit.
