ok listen, Obviously skill set vs skill set Luffy can take naruto, Luffy's rubbery body is not only offensive but defensive, he really is almost invoulnerable HOWEVER in hyper vs hyper naruto takes a clear advantage as his is superior in every way, be it speed or strength. Luffy cant beat naruto if they were hyper vs hyper but if it was limited to base skills, luffy would crush naruto, 1 gum gum rapid fire is all it takes
