For instance, murder is not defined in the Constitution, it is defined by the states. Some states have Castle Laws that allow lethal force to stop a car theif, some do not. You seem comfortable with some small group making these decisions whether or not they are effected whatsoever by them. NJ in anarchism enforces NL, and protects NR.
