To say that steam dissipates if first grade level physics, does not mean physics was taught in first grade. What it meant was that even a first grader is likely to know that steam dissipates. the definitive record of co2 concentrations in the atmosphere is the mauna loa record. google this to see there is no dip in the time period you refer to.

I don't undersand how CO2 levels were lower after the 1940's until mid 1970's, when there was massive increase in industrial activity and other CO2 emitting things.....

This guy is crock. There is a thermocline at approximately 700 meters depth. The vast majority of ocean warming occurs in the water above this thermocline. He is claiming measuring at depth well below it.
