Unfortunetely "Think tanks" have a large hand in shaping public opinions and policy.
The media and policy makers are relying less and less on academics and more and more on think tanks for advice and ideas.

Amory's emphasis on efficiency is going to have executives think that fixing the existing system is possible when really a transformation is in order (wholesale move to mass transit, for instance).
