Dude it's a race. There is only 200 people paddling around you at any point in the race. Plenty of people watching in near by boats and flat water conditions. What more do you want a personal lifegaurd, Oh wait did I mention the 200 people paddling around you!

I don't see any safety equipment, whistles, life jackets. Some of the paddlers are not wearing tethers around their ankles. Was some prior approval obtained to exempt paddlers of the vessel requirement?
