on the empire state builde on gta iv at the top there is small water tower which can be found on the top of building all over liberty.
any way the highest you can go it the where the towers stop! so thats the highest free fall

crap, the highest point you can jump from in gta 4 without a glitch is to get a chopper and fly towards the empire state and pull up as you get there, then bail and i've landed on the very top of it, the circled bit, then jump :)
