RadracingBo is correct. A small spanner wrench hooks into those holes in the collars and tightens them down. Having had one for 26 years, i can tell you: tune it up, tighten them down and that bass NEVER goes out of tune.
They are doing that because the collar just under the ear of the tuner needs to be tightned. It can be done with either a small spanner wrench that Yamaha included with the basses new. ( I have never seen one in person) Or you can customise a cheap set of wire strippers to work like I had to.
