You can't record music from a stock installation of Mac OS X either. You can install it from a stock Mac though. One's the OS, one's the actual computer and platform as a whole.

iLife and GarageBand aren't part of OS X, they're just included with new Macs, like when Sony bundles their Movie Story software, and things of that nature. or Dell with its "Dell Dock" program.

Not all Windows PC come with good programs out of the box, but a good few of them do.
