Richardson Mayor Bob Townsend delivered the annual State of the City Address January 30, 2013  at a free, open-to-the-public event held at Richardson's Eisemann Center. Noting Richardson's strong condition, Mayor Townsend's remarks focused on the City Council's statement of goals in various "areas of excellence" and the City's major accomplishments during 2012 in each of those focus areas. Fiscal Responsibility featured several accomplishments that reflected the City Council's statement of goals.

Those accomplishments include:

- The City maintained AAA (highest available) ratings from both Standard & Poor's (five years consecutively) and Moody's (three years running), and received a clean opinion from KPMG during an independent audit of the City's financial records.

- For the third consecutive year, the Texas Comptroller recognized Richardson as a Gold member in the Comptroller's Leadership Circle Awards for fiscal transparency.

- The City negotiated a new five-year agreement for the purchase of electricity from the Texas General Land Office, saving the City approximately $750,000 per year beginning in Oct. 2013.
