Any1 who says contrails can't persist is either lying or ignorant- paper from 1972 suggests:

I know what I saw (my chan). Electromagnetic activity watch?v=xhy5XjPEDYE#t=4m40s, multiple trails starting and stopping revealing normal contrails watch?v=kf-cUk0YtmU#t=2m25s, invisible planes watch?v=j-VHKOrDS-M#t=2m44s, web-like chemtrails and more. I know it's happening. I'm not here to argue. Wake up wake others.
perhaps not...but it does explain how contrails can persist and spread and cover the sky in a haze of cirrus clouds...and always have had that ability...

Then it makes even more sense for the government to parasitically hijack this phenomenon. l don't know why people like your self seem so hell bent on trying to disprove something that is common knowledge/technology (seeding clouds for rain being no secret) and if the over bearing evidence of a conspiracy being true then it make logical sense for them to use this already in use technology for their own ends.
if that is the case- that they are "hijacking this phenomenon"- then you would not be able to tell a "chemtrail" from a normal persisting contrail...

Supposedly contrails cannot ever persist and spread and "chemtrails" do- so which is it? can't have it both ways.
Cloud seeding HAS been practiced for a long time...but it does not result in persistent contrails, does not happen in the troposphere and is not clandestine- for more info:
