The Air Force guy is the girl's brother (I do believe) and was selected by her to give her her first salute. When an officer is first commissioned into the service, they have to "buy" their first salute. If you look closely at the first two sailors saluting, after the initial salute, they shake right hands and she gives him his "pay" with her left hand.

Yes FAMU is a predominantly black school, but the NROTC is formed of FAMU and FSU students as it states in the caption under the picture.

Florida A&M University is a predominantly black school, but the NROTC unit is joint with Florida State and Tallahassee Community College. Most of the midshipmen are white, but it is on a black campus. The recent freshman class has been more black than white.
