I read that many times, the adults of a family would be accepted but the child may not. The ship that brought them over would give free passage back to those not accepted but the others would have to come up with money, which they couldn't do. So the child would be brought back to the old country on their own, and dumped at the dock which could be hundreds of miles from their original home.
