Wind that blows is given energy from the sun (solar energy heats the atmosphere unevenly. The hotter air has more pressure than colder air and wants to move in on colder air. Large volumes of air moving causes wind).
The energy from a car moving through the stationary air cannot be freely extracted. It will always slow down the car.
The laws of physics say it is impossible and if these laws were flexible or wrong in any way, we would not have any of the technology you enjoy today.

People who actually knew what a combustion engine was (very few at that time) did know that it's theoretical limits based on the Carnot cycle is 43% efficiency but knew that as you approached it, power would be low. Right now, modern engines can achieve 25%-30%
The engine was invented WITH the laws of thermodynamics, not against it. This simply cannot work. For all the reasons that the internal combustion engine DOES work. Conservation of energy.
