NO! You have to have a Unix or Unix-like operating system, you can use a Mac, but you can also use GNU/Linux (Debian, Ubuntu, Fedora) and there are programs for Windows that let you basically emulate a Unix shell (called GNU Bash on GNU/Linux) I believe the program is called PuTTY.
You could just use a Ubuntu LiveCD (which runs the OS but doesn't install it).
Hey i just subscribe! Got couple of question for you, I just purchased a Palm pre and whanted to know if u could help me out root my palm? don't really understand how to do the process of rooting the plan, it would be helpfull if u gave me some steps and the links to download the info thanks!!
think of .tar as a zip file, you unzip a zip file to unload it and you untar a tar file in the same manner, I had the same problem until i figured out a trick: put it on the desktop (the NovacomINstaller) and then go into terminal and type :
tar -xzvf desktop/NovacomInstaller.pkg.tar.gz
and it should do the trick. Like i said, put the tar file on the desktop from the folder. Good luck
I believe on the mac there are system tools in your application folder. You should be able to do the same thing in windows with cygwin to make command typing easier.

It is a program on all macs accessible through the finder>Applications>terminal or simply spotlight terminal
