Wikipedia may not be in the legislation, but it's not-not in the legislation. These proposed laws do not preclude as possible indiscriminate censorship by the government, using those laws as a shield. We want to eliminate drunk driving too, but we don't do that by arresting someone who may have talked to a drunk, or by empowering corporate executives the right to deprive all citizens the right to drive because some MIGHT get drunk. That's pretty-much the reasoning here.
