Melting runoff could create that pressure in the water table or a sewage type civic runoff water system. (as can be seen with pot holes on a hill in a rain storm) But if the system were dry sometimes and temperatures created perma-frost i would bet it could freeze and crack. If its a small diameter def could burst. same as pipes in a house
What is 'real' snow. In this place I guess around 2-3 meters of snow fall each winter. I have experienced about 40cm in one night here. Ofcourse there are places with lots more, but the clearing system definetly has a purpose here.
