@mrstevemarr No.. it's called French House because French DJ "discovered" it.. and it used to be a genre made solely French DJs (1996-2005). Nowadays however there are also other (non-French) DJs that miss the days of French House and make French House as well... but when the genre was popular it was made exclusively by French DJs.

@mrstevemarr Funky House is based on a Disco (or Funk) loop.. and than French DJ added filter effects (and they generally also use more synths). Since this track isn't filter effect based it's Funky House. Generally - as the name suggests - when the DJ is French it's French House and when he isn't it's rather Funky House at least back in the days when these where the main House genres. Now there are a lot of non-French DJ that make French House because they want to revive French House.

@DJRoksor actually did like 2 minutes of research and it turns out the basic definition of french house is pretty much anything that is disco/funky sounding and sampled.
