Sen. Steve Hobbs, D-Lake Stevens, is sponsoring a bill during the 2009 legislative session to bring a four-year polytechnic college to Snohomish County. The institution would be independent and would not depend on state dollars. Instead, a higher education investment district would be formed and a board of trustees would determine everything from where the university would go to what degrees would be offered.The university would be funded by increasing the county sales tax by a small amount. Under Hobbs proposal, voters or the Snohomish County Council could raise the revenue.
