Russia Hinders McFaul & His Protesters

In this video, during a meeting on the judicial system in St. Petersburg, Russia's President Vladimir Putin said citizens must have the right to express their opinions, but without infringing the rights of other people, who must be protected from radicalism from other countries.

Putin signed a law tightening punishment for rally violations. It sets out different levels of fines for breaching rally regulations, including the rules governing the organization of the action, drinking alcohol and using narcotics in public places, blocking roads and so on. The maximum punishment is set at 300,000 rubles [approx. $10,000] for individuals and 600,000 rubles [approx. $20,000] for officials.

Also, protesters are banned from wearing masks, carrying weapons or objects that may be used as weapons. Rallies cannot be organized by citizens who have been convicted of a breach of public peace and security, or have been subject to administrative penalties for rally violations two or more times within a year. Judges can also sentence protesters to 20 to 200 hours of community service, for a maximum of four days a week.

Rally organizers will have the right to demand that police remove from the site provocateurs or other persons refusing to obey the lawful demands of the organizers.

Putin also asked judges to analyze the protest law and said that it would be possible to change it in the State Duma, the lower house of parliament, if necessary.

Michael McFaul visitors included: Yevgeniya Chirikova (member of Strategy-31 and Khimki forest activist leader), Boris Nemtsov (leader of the People's Freedom Party), Lev Ponomarev (human rights activist of the Moscow Helsinki Group), Sergey Mitrokhin (leader of Yabloko party), Oksana Dmitriyeva (deputy head of A Just Russia), Lilia Shibanova (head of the GOLOS Association elections monitor group).
Two weeks later, journalist Olga Romanova who managed the financial spending of the December protests, also visited the American Embassy. She said that they discussed Russian protests and the United States Presidential election campaign with McFaul.
