I don't think so, it should be in a water puddle...without the use of a key. I think. Haven't played the game since I had to quit this walkthrough.

You gotten HM surf yet? Can't to it until you get HM surf. Found in Solar cave. Pretty sure you'll need a levating and or water pokemon to get it though.

then Mt. Faraway

an easy way to level up a lot is first you need a grass or water type, water works better but It doesn't matter ^^ and then when your up to the bit where Groudon is just keep on going through that dungeon and keep beating Onix and steelix and get like 300-400 exp each time ;D
