PennyWiltshire is right. It's Ira's style of Appalachian flatfooting. I've attended some of his workshops.

I think it's more like either Appalachian clogging or flat-foot freestyling. That's what Ira Bernstein's best known for, anyway.

Beautiful but it looks like a combo of Irish Step Dancing, by the position of his arms, but the steps look like African-American tap dancing. Is it true that tap is when Irish cloggers and step dancers came into contact with the African rhythms of the slaves? And so the steps became more syncopated? thanks.

Actually, yes it is--it's the Dreaming Creek stage. It may be difficult to tell because I was zoomed in on Ira, so none of the structure appears in the frame.
