The outcome in Iraq is one that the Tehran could never dream of let alone consider, it has a puppet in Baghdad, controls the Sadr + SCIRI militias and from an important shiite point of view the holy sites in Najaf & Karbala.
Iran is the real victor in Iraq.

Well, he definitely is good at spin. Turning Al-Queda's presence in Iraq on its head like that, where instead of going into Iraq to take advantage of a military blunder by the USA, they went in because of fear of a democratic government in the region. Their democracy is nowhere near as inclusive as Graham is making it out to be and the three factions are not working together. The surge is a band-aid on a hemorrhage.
