@rogertayloRRR I think that Vintage WWF said it best when he said, "...But Hot Rod was getting older, and he hadn't held a singles title belt to that point. They didn't want Hitman dropping the IC belt to another "face", so they used Mountie to setup Hot Rod's reign." As to why the WWF chose the Mountie SPECIFICALLY? I don't know.
Although Piper ended up droping it back to the Hitman himself at WM 8 when they were both "faces".

Jaques did a great Job persuing the Mountie gimmick but the Cocksucking Law Enforcement suggested that Kids NOT disobey them and thus the "Mountie" gimmick was dropped at some point.
