If you think that your income is going to double in 10 years then you can buy a house and get a loan for improvements.If your income stays the same or go down your screwed and they don't care.Only buy a house if you can sell it quick for a profit of 40% otherwise you will get stuck with debt and they don't care.

Bank owned properties can be a very good purchase decision for investors that are willing to hold on to the properties until the market rebounds. Renting the properties while waiting creates positive cash flow on top of a return on investment.
