START treaty: The devil is in the details

It is widely expected that the U.S. and Russia will sign a deal on a new START treaty by the December deadline. Both sides are in agreement on broad ideas, but much negotiation remains over the details. Presidents Obama and Medvedev are expected to discuss the issue when they meet later this week.
