The mode is chosen on a project by project basis. Light rail was chosen in the 1990's.

I think many confuse the word "Light Rail" for slow street cars. This is a higher speed system that connects multiple trains together. I think the downtown transit mall is what confuses many with DART. The ideal is a planned subway line downtown to replace that mall. There's a separate, true at grade street car system under construction and development right now. The McKinney MATA line is being expanded downtown as part of this, as well as a streetcar line from downtown to Oak Cliff.

Light rail is a good compromise for Dallas.
In the central 3-5 mile radius of the city center, the stations are close together, to the advantage of core Dallas residents.
As the lines reach commuter-oriented suburban areas, the stations are farther apart, allowing the trains to cover more ground in a relatively short period of time, thus benefiting commuters.
Basically it acts as an urban metro near downtown, and it's a commuter rail outside of downtown.

Well, sometimes you have to build at grade. Because with an elevated station, you have to dig to make room for elevator and escalator pits.

Glad they will get this done, but they really need to stop with the at grade crossings. Developers have difficulty building truly high density areas around stations when they have to be concerned about the safety of at grade crossings. Morrel Station and Corinth Station are examples of areas people would consider developing if it wasn't at-grade.

Cute now connect Segment 2 orange line with the green line by going through Mac Arthur 6-35 Valley Ranch and creating an "outer ring"
