  • If you want a technical explanation to the flashing LEDs, it's probably because they are "pulsed" at an extremely fast rate. This stops them from being blinding. However, the pulses are "out of sync" with the camera's capturing of frames for the film, so the camera often catches the LEDs mid-pulse. That's how it is for most flickery things in videos.
